Late students are to go directly to class, not to the office.  Students arriving late to class should expect a consequence to be assigned by the classroom teacher (usually a lunch time detention) and should accept the consequence without discussion.  A letter is sent to parents when a student accumulates 8 lates.  Students are added to the late list at 10 lates, and will receive a detention every time they are late for class.  Persistent lates or students refusing to serve detentions as assigned may be suspended.
